Abstract

The Family Agriculture Program (PAA) and the National School Feeding Program (PNAE) are examples of public intersectoral policies on food security. Data on the intersectoral public policies of Food and Nutrition Security (SAN) for strengthening family agriculture in the municipality of Seropédica - RJ, with focus on the PAA and PNAE programs, were analyzed. This is a cut-off of the project approved by the Ethics and Research Commission (COMEP) of UFRRJ (protocol no. 797/2016), with funding from CNPq (process 402830 / 2017-2). The data available in relation to the PNAE refer to the years 2011 to 2016. It was observed that in the analyzed period, Seropédica did not effectively comply with the provisions of Law 11,947 of June 16, 2009, which determines that 30% of the total amount of onlendings, should be earmarked for the purchase of foodstuffs from family agriculture. There was no purchase during the years 2011 to 2013, in the years 2014 and 2015 the percentage of purchases of foodstuff increased to 15.05% and 16.79%. However, in 2016 there was a reduction to 1.58%, well below the previous years, this represents a decrease of 15.21% in the value of these transfers. It is worth noting the performance of UFRRJ in relation to the purchase of Food by PAA. Programs such as these have an indispensable role in discussing and developing policies, bringing family agriculture production closer to the political dialogue between competent authorities and civil society, in order to minimize or mitigate the damage caused by food insecurity.
