How does the planning of state organizations for technical assistance and rural extension occur?

An analysis of the case of Company for Agricultural Research, Assistance and Rural Extension of the State of Mato Grosso (Empaer)

Abstract

In an environment where legal institutions and society require greater accountability regarding the use of public resources, it is appropriate to discuss the planning of public entities that operate with these features, especially the state organizations for technical assistance and rural extension, for are the main instrument through which the State takes its initiatives to the field. This work aimed to discuss the planning of Company for Agricultural Research, Assistance and Rural Extension of the State of Mato Grosso (Empaer), the degree of independence of the various hierarchical instances and what are the participating actors of this process. The methods used to collect the information of interest and achieve the objectives of the investigation were the bibliographical research, documentation and the semi-structured interview with the nine coordinators of regional offices of Empaer. The results showed that the planning begins in each local office when this makes your Annual Work Plan, based on the study of the local reality, and sends it to the regional office. Although each local office to have a plan, it should be noted that the work on demand is still very representative. In addition, the freedom that the local offices have to build their planning is subject to the organization and financial prioritization of the main office of the Company. It is therefore concluded that the Empaer should seek to build a dialogue between the strategic planning and organizational structure in order to make it more dynamic and flexible, thus ensuring your strategic role among the family farmers and society of the state of Mato Grosso and the state government.
