Breaking the barriers of exclusion: construction of health legislation for the farming families

The purpose of this article is to discuss the construction of legislations (in special the resolution
of SESA n° 004/2017 of Parana state), as a way of breaking down the barriers imposed to farming
families by the health standards. Working from an inclusive perspective, the legislations
adapted to the realities serve as instruments of the farming families, allowing a higher insertion
of their products on the market. For this, a revision of the legislation was used and how resolution
RDC nº 49, October 31,2013 and the resolution SESA nº 004/2017 were created, being
possible to observe the participation of many society segments in their construction (including
agroecological producers, consonants with these agroindustries). Despite the advances, it is
important to emphasize the importance to discuss questions about the despadronization of
artisanal products, stimulating the appropriation of this theme among the health surveillance
inspectors.
