Strategies to ensure family agriculture access to the National School Feeding Program

The PNAE is one of the largest and most relevant public guarantee policies of Food and Nutrition
Security. In 2009, Law nº 11.947 / 2209 brought an innovative aspect in determining the
use of at least 30% of the financial resource from FNDE, for the acquisition of products from
family agriculture. However, farmers often face institutional and organizational barriers that
hamper their participation in this policy. This research was of the exploratory type and had as
objective to investigate the main difficulties faced by the family agriculture of Nova Timboteua
in the insertion of their foodstuffs in the school feeding of the municipality. The National School
Feeding Program needs to be carefully (re) evaluated, both by the local manager and by the
other actors involved, since the articulation between them has proved to be the main weakness
of the process of implementing this policy.
