Dynamics of ATER policy in the milestones of the political scenario in 2016 in Sergipe

After a sequence of years in which the technical assistance and rural extension counted on
institutional support of the Brazilian State, which was oriented to incorporate a series of demands
of the social movements and organizations with action in the field, materializing in the
construction of the National Policy of ATER , Followed by the regulation of the Ater Act and the
National Conference on Technical Assistance and Rural Extension in 2012, when the federal
government sought to universalize the term ATER for both family farmers and settlers. In Sergipe,
the evolution of settlements is evident, from the social participation of access to citizenship
and promotion of principles such as collectivity, to the increase of the families’ production regarding
agroecological practices, formation and structuring of productive groups. This article
aims to discuss the public policy of ATER in the current framework of the political process of
attacks on democracy and the consequent loss of rights in the field of agrarian policies.
