QUILOINVESTMS: Microcredit Subprogram Aimed at Specifically Financing Quilombola Enterprises in Mato Grosso do Sul

Abstract

This article proposes the creation of the QUILOINVESTMS microcredit subprogram, within the State Microcredit Program (+ CRÉDITO-MS), focusing on financing the Solidarity Economy of quilombola communities in Mato Grosso do Sul. The + CRÉDITO-MS program, managed by FUNTRAB, was established by State Law No. 5,689/2021 and regulated by State Decree No. 15,761/2021. Its goal is to provide microcredit for productive activities, especially for microentrepreneurs and producers in the solidarity economy, such as family farmers. The proposal is to activate the subprogram through partnerships with financial entities accredited under + CRÉDITO-MS, encouraging cooperativism in quilombola communities and expanding credit guarantees for cooperative and associate producers. The initial implementation could take place through a pilot project in the quilombola community of Furnas do Dionísio, with the participation of FUNTRAB and the State Department of Citizenship. The expected outcomes include economic strengthening of quilombola communities, promoting financial inclusion and local sustainability. The proposal aims to create income-generating opportunities and cooperative development, seeking community autonomy and a positive transformation in the residents’ quality of life. This would contribute to reducing inequalities and creating an environment conducive to long-term social and economic growth.
