The use of GIS tools in dialogue with settlers of the agrarian reform in the construction of parceling projects

In the context of Agrarian Reform, the procedure of environmental mapping and parceling of
settlement lots becomes one of the most expected processes by families and is often delayed
due to technical and financial limitations that surround the National Institute of Colonization
and Agrarian Reform - INCRA. Families wait for several months, if not years, for this process
to occur. In the settlements PA Dênis Gonçalves, PA Egídio Brunetto and PA Belo Monte, the
installment had the reins assumed by the families that mobilized our team to carry out this process.
In Dênis the map of the lots was modified as far as possible, starting with negotiations
with the INCRA technicians. The mapping process had little contribution from families, and
at the moment of allocation of the lots in the field the main opportunity for intervention of the
settlers. In the PAs Egídio Brunetto and Belo Monte all the steps were carried out (diagnosis
of the territory, elaboration of proposal of division of the lots and allocation of the same ones).
Several social mapping activities were carried out, where the families participated in the process
contributing with criteria, combined and perceptions of the area to make the maps. Then
they also participated in the allocation of the lots in the field. Satisfaction in the families’ view
of having their piece of land finally identified, after years of struggle, was the main objective achieved and the importance of the participation of peasant families in the planning processes
of the territory are described in this experience report.
